MGT - Compliance: Enabling user access on Legislation level

It is now also possible to authorize users to upload and manage all documents in the context of a legislation.
As a user
I want to get the tasks to manage all documents related to a specific legislation
So that I am in control of all documents required for that legislation, without getting irrelevant tasks
Benefits
Allows authorizing a supplier for specific legislation, as suppliers are often responsible for a specific domain (e.g., fire hazard related legislation), without giving them access to all other documents
Reduces the time to authorize users, as it is now possible to authorize on all documents for a given legislation at once
