MGT - Compliance: Updates to the initial reference date

The initial reference date on the legislation document is now automatically taken over from the installation date of the asset or the construction date of the building and has also been relabelled to 'Installation / initial reference date’.
As a user of the compliance module
I want to have each new legislation document to have the initial reference date automatically set based on the related asset
So that I do not need to do this manually for each document, as it is often the same as the asset's installation date
Benefits
Setting the initial reference date automatically saves both time and effort from the user managing the document.
By changing the label of the field, it becomes clearer to users what the intent is.
